Like most life rafts/ lifeboats they generally do not motors, sails or any type of propulsion.

their basic function is not to move you, its to keep you afloat till someone comes and rescues you. Motors tend to be heavy, bulky and tend to need fuel which is not easy to store or use in an emergency.

most of the life rafts will come equipped with an epirb (emergency positioning and rescue beacon) that helps the rescuers find you.

the life boats for oil platforms are of to main types. The first, and most common is an enclosed boat with an adequate motor for it's needs, the second is a life raft that is rowed, no motor at all.
