President Bush made an error in not reading the August 2001 report on Al-Qaeda, but can anyone say with certainty that they would have read it as well? Hindsight is relative. Even if they had read it, it's also quite possible that security would not have been beefed up at airports specifically.
We tend to be reactionist as a society, so when we make a mistake, we try harder to avoid it the second time around. Still, I think someone else could have better reacted to our problems...

9/11 was not a plan planned overnight. You can bet it was in the making along time before it happened. They had to learn to fly a plane, know the maps and areas they were going to target before they could have attacked. It happened that this President was in office when it did happened and guess who got the blame.
It would not have mattered who was President and the attack would not have been averted because someone else was President, and that includes Hillary. I sure wonder what she would have said or done differently if 9/11 had happened if she was the President.

No. 9/11 happened less than 9 months after Bush took office. The planning for 9/11 took years and was not directed at a particular president as Clinton was in office when the planning started (I am not placing blame on Clinton) and by definition would be out of office when the attack occurred as he would have completed his second term.
It was an attack on the United States by extremists, nothing more, nothing less.

Nope. Basically, it was institutional inertia, and the CYA attitude of the intelligence agencies that allowed this to happen. It has nothing to do with Democrats or Republicans, it goes directly to institutional culture. CIA didn't share info with the FBI, nobody shared with local law enforcement.
I can think of many ways which could have stopped this plot in it's tracks. Nobody listened.

I think that if the FBI investigations into the actions of the men that piloted the planes hadn't been shut down prematurely, we would have not had to watch the tragedy of 9/11.
As sure as Bush didn't plan the 9/11 attacks, he surely cleared all obstacles that would have stood in it's way.
