i know there is a minimum requirement of NVIDIA Geforce 6600 or ATI 9800 Pro but would the game not work or would it just look crappier without a graphics card?

It's "requirement" for a reason. If it's NOT required, it's be "recommended".

If you have integrated graphics then it might work but it's very unlikely considering Call of Duty 4 is an extremely demanding game when it comes to system requirements. An integrated graphics processing unit is not made for gamers so I wouldn't count on it working.

"A GPU [graphics processing unit] can sit on top of a video card, or it can be integrated directly into the motherboard. In more than 90% of desktop and notebook computers integrated GPUs are usually far less powerful than their add-in counterparts."

The simple answer to your question is no.

If you haven't already spent money on the game (or if you haven't opened it yet) then I suggest you download the COD4 demo and see how well it plays on your PC:

Your computer already has a graphics card, yours might just suck, but it's there. You couldn't play anything without your video card. Think of it this way: If you removed your sound card would you be able to hear anything on your computer? No. Same principle applies for your video card. You need one to be able to play even games with the lowest requirements.

The game needs a graphics card to play. The grahpics card is used to render the graphics of the game.

It's impossible to play without one.
