Because there in certain areas the blood vessels are very closely packed around the skin thus you hit a lot more of them and bleed more until they're all blocked off.

Then again, wouldn't it be easier to use one of these safer razors or an electric?

the face has a lot of capillaries close to the surface, this means little knicks and cuts bleed more. Also, the skin of the face moves a lot as you talk, turn your head etc and this causes the cut to constantly re open. Your choices are, go to an electric razor, or use an old fashioned "steptic" pencil to help stop the bleeding faster.

The razor is so sharp, that the cut is very clean and straight. That makes the body work harder to close. Plus, sometimes those cuts are more like nicks, or abrasions. The whole spot looses skin. Try a styptic pencil. Hurts like hell, but it's super fast.

Probably because your taking the toilet paper and continually dabbing the area. If you just hold it there it won't bleed so much.
