In my opinion (since you asked) don't have any form of sex with him until they go away, you don't want to get infected too. If he doesn't care about himself he should at least care about you. Drag him to the doctor and find out what's going on. Better to be safe than sorry!

Not fully understanding your description, I won't attempt to guess. But do yourself a favor and always use protection. Tell him you find it hard to be with someone who cares little about his health, especially sexual health as it has an a potential impact on you. Tell him to "nut up" and see a doctor.

Could be a skin tag, they are usually common when the skin rubs up against clothes or skin

Could be a skin tag, could be an STD. Only one way to know for sure, make him see a doctor.

Hmmm...sounds like it could be herpes, but if they don't hurt or itch I don't think that would be it. Maybe it could be ingrown hairs? How often do they come and go? Are they red? Do they pop or anything like that? Sounds some what strange to me...

Persuade him to see a uroligist before any more sexual expression by him.
This is for your welfare.
