3] determine face shape, and get frames that flatter him [ google it ]
4] buy tops [ Ts and dress shirts ] in his favorite brights, and colors that look good on him - solids are best to start
5] buy pants/jeans that fit in waist and butt
6] pants should be neutral colors - does he look better in A] gray/navy/black, or B] caramel tan/olive/espresso brown?
7] get shoes and belts that match pants - black for A, espresso for B
8] socks should match shoes
9] a tie should be a print, with the shirt and suit color in it [ or shirt and dress pants ]
10] athletic shoes should be in one neutral and one bright

Get him some dark skinney jeans. But not too small where they look like girls pants. Still keep the baggy look. Get him some of those grampa looking shoes they got from Journeys or zumiez. I would say get the long hiar side flip deal going on but he's a nerd, so he might not be able to keep it working...(my world of warcraft geek brother tried it, didn't work out) so imma say go with the fohawk type deal. I'll attach a picture of the hair at the bottom. and shirts? well it doesn't really matter. I could be anything. But there are two little accecories that guys can have that really make me attracted immidiatly, A.) the black bandana around the neck B.) a white sweatband on their head. lol. Okay thats it. here the picture.

don't throw him right into the haux hawk. It'll be too much for him all at once. I think well dressed guys look much better than skaters. Think along the lines of the buckle. Nice jeans, t shirt, possibly a button down over that, or a nice hoodie. some nice shoes. think hot, classy, but still comfortable enough to do whatever it is that 16 year old boys do.

Im 21 but have alot of family around that age my cousin says (whos 15)..... guys at 16: haircut.... buzzed on sides, top long enough to spike,keep color the same. clothes...jeans that are boot cut, and a rock tshirt or a tee that says something funny on it..... and contacts for sure.

You want my advice?
Get him some typical health products (shampoos, face creams, deodorants ect) and a nice tee-shirt.
Then get him out to meet people.
The only thing that held me back from seeing girls is the fact that I never saw them.
That is really your only issue.
But be advised, having a girlfriend meant less video games for me >.> be sure to warn your brother of that before you send him out there.

well; most boys my age [i'm 16] dont know how to dress.
but the few that do always catch my attention.
i'd recommend:
hair: long spikes [almost curled in a way]
with a clean edge up line.
clothes: anything from tilly's
shirt: random graphic tee [tight-ish fit]
