"Where's your dad" is a take off from the more familiar phrase"Who's your daddy" This phrase can be stated by someone, not necessarily your dad, who is pointing to themselves as the person who has just done something good for you.

do you mean: Who's your daddy?

If so, this is colloquial (casual) speech and means something like: Who can get things done for you? Who takes care of you?

There is an emphasis on the ability of the speaker to provide such nice things for someone... to be a 'sugar daddy'.
