We are allowed to use internet for personal use during personal time, lunch time, coffee breaks, or a bit after work, but my co-worker spends hours and hours and hours every day, typing furiously on facebook, and is "tuned-out" of the workplace and customers needs, and isn't learning about product knowledge that is necessary, ie- not trying to learn or do the job for which we hired

Just set the timer on ur watch, or get XClock, a program which will keep track of time for you, shut down programs or even your pc!

If they continue doing it then they will get fired, so what are you worried about, unless it affects your job I'd leave it alone and they will get their own-self into trouble sooner or later.

It's not exactly your responsibility to monitor your coworker, but you can mention it to the supervisor. The supervisor is responsible for handling this situation.
