As far as it being the news, it's a good strategy really. More viewers. I don't think it's really mandatory that the women are to be attractive, but it grabs the attention of many who easily look past important stories because some old guy or some one with a uni brow is way too much of an unattractive distraction. Plus those are probably the few channels you are guaranteed to not see some woman all sexed up. I think many of those women love that factor.
