Its really a contextual question....any body can be the best depending on what context you percive is important and what characteristics you define as ones qualifing as greatness.....

If you think in context of lyrics youd probably say Nas is the GOAT

If you say delivery youd probably say Wayne was the GOAT

If you think about the most influencial and captivating then youd think Pac was the GOAT

If you think just of consistancy youd think Jay-z was the GOAT

If you think of who was the furthest ahead of the competition in their prime then Rakims the GOAT

If you think of who best exemplifies Hip Hop then KRS-One is the GOAT

If you think of who had the best punchlines then Big L or Pun would be the GOAT

If you think of who had the best wordplay then Eminem or Lupe Fiasco would be GOAT

If you think of who is the most well rounded and versatile MC then Its Biggie whos the GOAT

so you really cant define who is the best and justify it wholey because no emcee was ever complete in the sense that they just deaded the argument...no MC ever was further ahead of the game as Rakim was in 87/88 so if you bring up Pac then you could point out that he wasnt considered ahead of his time till he died.....If you think Jay-z was better you can argue that by saying Biggie would have been better...if you say that Wayne is the best you can drop an avalanche of data to contest how much he is lacking outside of his delivery and flow......personally I think its Jay Z

because to me I go by who had the least flaws....Hov to me had Flow, Lyrics, Wordplay, Relevance, Consistancy......the 5 major traits that I value......Big a close second followed by Rakim and Pac

Big L

Rapper? The rapping skill and versatility? Not image and publicity?

I'm going with Big L...He still shuts down alot of rappers today with the material he made in '94 alone.
