A podcast is 100% free.
If you like the podcast, you can subscribe to it.
New episodes will come out every so often, and iTunes will automatically download them for you.

I subscribe to (geeky, I know) one or two podcasts from NPR, because they're free. Comedy Central offers some free podcasts, see link in the 'source', which also offers a definition midway down the page. The podcasts get updated every time the specific shows are new every week. You just have to be sure to sync your pod daily or whenever you know new podcasts are out.

Depends on the show. But most of them are free. If not, at some point during the sign up they have to warn you that there is a charge (and how much). At that point you can cancel before the charges take effect.
