Even though this is a persuasive essay, I would start by pointing out that cell phone conversations are distinctly different than other driving distractions such as tuning the radio, or drinking coffee. It is the nature of the conversation itself that takes the individuals full attention off the surrounding road and conditions. This is in addition to limiting response time and coordination if the device is not hands free. The main counter points in favor of cell phones not being a problem while driving is that other things can be just as dangerous...so why not outlaw these as well....if you address why cell phones are more problematic right up front then you set up your paper well.

A persuasive essay should convince the reader that your point of view in that particular topic is acceptable.A majority of the nation agrees to ban cell phones in the use by the driver
You could begin like,
I,as a driver personally not having a cell phone as have being used once agree to the fact that the use of cell phones while driving is a distraction.A cell phone’s purpose in the car should be for emergency such as an accident or used by a passenger.You could end up meeting accidents.
or like this
I would like to begin by telling you a story of what happened to me the other day on the way home. As I was driving and singing along to 50 cent, a car came careening across his lane and into mine. If it wasn’t for my cat like reflexes I would have been smashed up against the center divider. Now, acting in road rage, I sped up and caught up to the man, rolled down my window and began to yell at him with some pretty influential words. As I was doing so I realized that the man wasn’t even aware of what he had done or me yelling at him. Do you know why he didn’t even realize of what he had almost done? Well it was because he was on his cell phone.

You could start with something shocking like ;-
'The weather was poor that day. It was dull and rain was still falling after two hours of showers. Tracy didn't mind the rain too much, after all she was sheltered from the wet in her car and, with the warmth of the heater blowing lazily on her legs, felt quite comfortable. As she drove she imagined the fun and joy she would have when she reached her destination, David's house. She knew that when she got there he would ask her to marry him, he'd hinted as much when she phoned him earlier, and the prospect of their life together filled her with happiness. An hour later a police car drove carefully along the quiet country road on a routine patrol when it came upon the wreckage of a small car that had skidded off the road and ploughed into a field, coming to a forceful rest when it collided with a large tree that stood a few yards away from the roadside. The driver pulled up and the two officers who were in the car ran across to the wreckage. Inside was a young and beautiful girl slumped forward across the steering wheel, her eyes still wide open even in death. One of the officers gently pulled her back and noticed that, grasped tightly in her right hand, was a cellphone, the screen flashing as a caller tried to contact her. The name on the screen read 'David'. The officer took the phone and answered it, explaining to the caller what had happened. "Yes." He said, "It looks as if she was trying to ring you when she crashed. If only she had pulled over to make that call...............
