Yes you can use a router on your network for the other computers.

Decide which computer you want to install Netzero on.

Now setup the network so that other computers on the network access the Internet through this computer. (This is one of the Microsoft basic wizards)

Connect this ethernet cable to the router's Internet port. The router will handle IP address distribution.

This computer will need to connect to Netzero before any one else can connect.

Warning:
This connecting will be very slow and very disappointing.

You must have an internet broadband (dsl or cable) connection to use any type of router whether it's wireless or wired.

Yes and no in regards to the phone line portion of your question. Yes in that dsl is a shared with your standard telephone line. No because you can't use a router for a dial up internet connection. It's way too slow !

You may want to check your local cable provider for details on cable internet or your local phone provider for information regarding dsl (digital subscriber line) connection.

If you just want to talk to other computers on the same network it will work (assuming you have set the correct permissions). Does a phone line connection work for what>?
