It's neither. People don't use love enough to keep the world going and money is limited by our desire for a concept we don't take time to understand.
My choice is Desire - this would encompass both money and love, and various other things. Without desire, there isn't motivation of any sort. Without motivation, there isn't likely to be much action of any sort.

L=m*w*r2. and for the guy who says we are at 12* and rotate at .032mph. its 23.5* and is rotating at a little over 1000mph. 25000mile circumfrence/24 hours in a day.
