when webs started getting big in the 90's had someone already thought to buy up all the geographical names? if your city is 'Barnstorm Egypt' and the city leaders pay you to build a website to promote tourism, do you have to pay for to use your city name as your website name?

Usually not; cybersquatting was pretty much outlawed; and most cities use .gov which are reserved for them.

You still need to buy the name, just like anyone else. If someone else owns it, then you would have to buy it from them, if they are willing to sell.
