You're the second person i've heard of who has been duped with foreign Wii.
Reckon selling on ebay your only option. Be honest and sell as Japenese Wii

Nothing legal. Video game consoles and DVD players are "region-locked" to comply with international copyright and intellectual property treaties. A Wii made for the Japanese market will only play games from that market. It is theoretically possible to modify a console to play out-of-region media, but I'm pretty sure that's not legal.

You could probably resell it to a collector who wants to play Japanese games, and maybe at a profit.

The Wii even with a modchip installed will not be able to play a lot of PAL (European ) games.
There are ways including the modchip that allows users to play multi region games on their consoles but there are a lot out there that even with region free-ing the game file, you still cannot play it on your foreign Wii.

If the listing on EBay was incorrect then report it to them and file a complaint. Raising a dispute with EBay means that if the listing is found to be misleading or information is omitted then you WILL be entitled to a FULL refund from the seller

You can get a mod chip installed on it which will bypass the region coding but I wouldn't recommend it in the least. Sell the system on e-bay, people are generally willing to pay a premium for foreign systems so that they can play foreign games. At the very least you'll get you money back on the system.
