One word...HOMOPHOBIA! Most men are too insecure to pull it off. It take a real man to wear a skirt BEFORE they are vogue.
Really good question because men wore skirts before women and for thousands of years till the Industrial revolution and horse riding. Both are no longer an issue but the "recent" customs have stuck (for now). In reality it makes more sense for a man to wear a skirt than a woman for obvious reasons.
I can't think of one reason why a short skirt in place of shorts on a guy in summer wouldn't be more practical and most women agree. (I am not talking about Xdressers and TV's...just regular guys who would welcome a change to the boring boring men's fashion of just shorts and pants).
Women have taken everything from the men's side of the wardrobe and have gotten away with it (boxers, pants, boots, etc) but I still say the main reason men don't adopt some of the practical clothing women wear is due to homophobia and being seen as "weaker"..... both a lame excuse. It's obvious women are the tougher and think on their own while men are afraid of what "others" will think....

We're "gendered" not to. The skirt, like the color pink, is associated with femininity in our culture. In many cultures, men do wear, or have worn, skirts. Short skirts accompanied tights for men in the 17th and 18th centuries, and there's always the Scottish kilt too. Pants are no longer as gendered as they used to be. Gender is learned behavior (like boys not playing with Barbies) as opposed to sex, which is biological (like boys peeing while standing up). The skirt is definitely a gender thing.

Because it's uncommon in society and they would probably be seen as transexuals or retards. Men were taught to play with transformers, pokemon, play in dirt, wear green pants etc. Well that is expected by the majority of society even if we don't really think about it so much. Even if guys started to wear skirts, it just isn't flattering.. and they should keep their dangling things in their pants :P lol

I do and I wear them out in public with a girlfriend often. She prefers pants while I prefer skirts and she likes it :">

Two reasons. 1) It does not fit our Western gender schema. 2) Our legs aren't sexually focused on by the opposite sex.
