What is the use of the american so called missile defence systems against the russian strategic forces anyway because they already have the systems in place to counter that ?

The Planned US Missile Defense System is NOT in case of a Russian Attack. The system is designed to stop one or two missiles fired by a Rogue Nation such as Iran.

It would not be of any practical use in a US/Russian Missile Exchange.

What is it doing in Poland and Czech Republic in the first place? Using the same logic, Russia might as well build a missile base in Cuba to defend itself from the rogue British. Please plant your twisted "democracy" in your own backyard.

It just gives Tsar Putin something to waffle on about, once a KGB dude, always a KGB dude, he knows where the bodies are buried, has his organisation put them there, he has had a taste of power and now wants to rule the roost.
