I have been emailing and calling the American Embassy in Cairo with no replies. They are open Sunday-Thursday from 1pm-4pm and I have been calling at the right times, keeping in mind the time differences. All I get is a recording asking me to wait. Why will they never answer the phone or email? Has anyone else had this happen?

Well, it is a pretty busy place. however, if you can't get through to Embassy Cairo, you could try contacting the Public Information number at the Visa Office at the Department of State. Their number is 202 663-1125. They're pretty busy as well since they cover the entire world, but if you're put on hold at least it's not an overseas call.
