I have saved an excel spreadsheet as a CSV file and done the 1,000 space delimiter, but the place i need to upload this data too requires all fields to have double quotes (") either side of the info in the cell. How do i add this?

lets say your data is in A1
then in B1 input "

then in C1 use the formula
=CONCATENATE(B1,A1,B1)

copy B and C all the way down.

then just copy column C, and paste values... to get rid of the formulas.

I am not sure what is your purpose, however I am giving you a good way to work on CSV file. You can use Excel file to import and export what is related to CVS file or having delimiter characters.

Please follow steps
1) Open Excel
2) Go to the menu "Data\Import External Data\Import Data..."
3) Select your file and following & choice what Excel says to you.
