Because in the middle of the night there's less disruption because most people will be asleep and can just change their clocks either in the evening or in the morning, without mixups in appointments, classes etc. Of course some places keep going 24 hours but it gives far less trouble than if the switchover were done in the daytime.

I'm not sure if you are asking why we have Daylight Savings Time period or why is the time change at 2 in the morning.
The idea behind DST is that more of our day in the winter will be after the sun has risen and the rest of the time everyone will be in bed under the covers and can set the thermostat lower. Guess they forgot the majority of us don't work 9 to 5 : )
Why they picked 2AM is that everyone is supposed to change the clock before they go beddybye and then there will be no disruption of scheduled events because everyone is asleep at 2AM, right? Guess they forgot about hospitals (where timing of medication administration can be critically important) and security guards (who have to make rounds at certain times).
I think it's one of the dumbest ideas the US ever came up with and have contemplated moving to Arizona.

Benjamin Franklin thought of this beauty for the farmers to get more daylight hours. Research Ben Franklin he is quite an interesting character. They did not really put it into country wide use until the late sixties or early seventies. SO many in my generation are still confused by it as all of a sudden there was this thing called Daylight Savings TIme and we were in New York, could not figure out the need for it, but actually it does benefit us all to have a few more hours of day light here and there.

I am not sure why, as a society, we continue to do this. Daylight savings causes more confusion on its days of implementation than almost any other single cause of widespread disruption man can accommodate. It's stupid, I hate it.
