Like if I got a game from the UK (and I live in the US) would it work on a PS2 from the US?

No. Though it doesn't have to do with voltage, but with region coding. PS2 games and DVD movies are coded specifically for the region they are intended for. Though PS3 games are not region coded, PS2 games are.

Afraid not, over here in the UK we use the PAL system and in the USA you use NTSC, the two are not compatable, and have different power cords too.

No, it won't. USA is in NTSC U/C region, UK is in PAL. Unofficially you can install modchip or get one of those Swapdiscs kits. They'll let you play games from other regions. But it's ILLEGAL!
