In construction the talk about safety is big.

Unless the owner , however, is willing to stand behind safety, and put money into, the safety plan is just a plan on paper.

Hey,
Safety plan is all about contents with needs of client's requirements and the facilities the contractor has and in what way he fulfills those needs in reference to international/local standards.
For example;
it will contain--
ur HSE policy,
Organizational chart
ur hierarchy responsibilities
emergency procedure for the project
emergency numbers for the project
risk assessments (either generic or project based) etc.....

If you're refering to a "Fire Safety Plan", in most
large Municipalities, it's part of the "Certificate of
Occupancy" process, and the building can't be
approved without a review of it.

I don't think I understand the question but I'll try it anyway...............Construction safety is a big issue.
