its comes from Isaiah 6:9 and its context. Israel had to be purified by pagan nations before being made Holy again. In Matthew 13, Israel's eyes would be opened through the purification that came/comes when Jesus Christ suffered, died, and rose from the dead. Jesus bore himself the curse (Deuteronomy 28) and sins of Israel and the whole world (Original SIn of Genesis) in order to redeem it! Praise the Lord!

Jesus was teaching but it seemed that some of the listeners didn't quit "get" or understand clearly what He was trying to teach them. To attempt to make things clearer, Jesus spoke in parables. This is an attempt to put things in another context to try to make the meaning clearer. Jesus was in effect saying that some people could see and hear Him but yet they weren't understanding Him. Example: You tell a kid that your friend was arrested for misconduct. The kid asks you "What do you mean misconduct?" You then tell him that the police arrested your friend for fighting in a Wal Mart parking lot. Now the kid understands what you were trying to tell him. That might not be the best example but I think that's about what Jesus was telling the people. He felt that it was good that some people could understand Him when they saw and heard Him without needing to go into a long explanation etc. etc..

It means that it is a good thing to actually see what you are looking at and hear what you are listening to. Unfortunately, christians do not do this because, although looking and listening, they refuse to see or hear anything that may vary from their (often mistaken) view of the truth. If you refuse to see or hear, you can never learn

They are aware of God at work, but they don't care. They attempt to defy it and rebuke it with other things and thus refuse to "see or hear" Him.
Blessed are your eyes and ears, because you notice God's work and acknowledge the significance and brilliance.

That's one reason why Jesus spoke in parables. He knew that some wouldn't understand, and so said them in a way they wouldn't understand! And so, contrary to my fellow Christians I will reveal to you that God DOES NOT WANT EVERYONE!
This is only one verse in many that explains this truth. I would refer you to Romans 9, the whole chapter, which explains this concept.
Also, I would direct you to John 6. The whole chapter. Because Jesus says things IN ORDER TO OFFEND THOSE who came from Tiberius, they followed Jesus' disciples because they knew that Jesus would show up. Jesus didn't want them around, so he tells them about eating his flesh and drinking his blood - with no background in communion. It offended them after they crossed Galilee, after they, while in Tiberius, were going to force him to be king. Jesus didn't want that at that time, and so extinguished their attempt by offending them.
