My partner is just starting to practise tattooing on himself, when he does a line, it doesnt come out like a solid line, parts of it are transperant - whats the problem? Is the needle not out enough? Is there not enough ink? Is he going to quick? Is the needle going too fast?

Your partner needs to learn to tattoo from a professional. There are many reasons why that occurs and it cannot be taught here through a message board. Even the amount of stretching affects how the ink will hold in the skin.

it probably isnt going in deep enough or not enough pressure
is he adding water?
they do that when they do shading.. the more water the lighter it is

don't practice on yourself. they have fake skin, or use pigs feet, I know its nasty but better to screw up on a dead pig than yourself.
