please dont direct me to the "answer " on the12volt.com because i dont understand how that would even work. there has to be a certain series of relays that would be able to do this.

Differentiate your trigger with an RC high pass, make a nice waveform with a Schmitt-Trigger (e.g. 74132), trigger a monoflop (e.g. 74LS123). Done.

Wire the constant trigger to the coil of an on-delay timer relay, and also to a N.C.T.O. (normally closed, timed open) contact. Set the time delay for 1 second. The output of N.C.T.O. will turn on with the trigger signal and turn off after 1 second.

Electronically, you would accomplish this with a Single-shot.

in PLC you could use a work bit rung.
