Could be a food allergy.
Corn, wheat, milk, and soy cause skin problems.
Try changing his food.

More than likely it's a reaction to fleas - even if they are gone now, the scabs etc remain. If you have treated him for fleas, then it will take a while for the scabs to clear up. Even if you don't see them, some cats are so allergic to fleas that one or two for a short while can cause some serious issues with them. Best to get something like Advantage or Revolution for him and treat him with it over several months to make sure that all fleas are gone. Revolution would be my choice - it not only clears up the fleas, but ear mites and worms (hookworms and roundworms) and Sarcoptic Mange - at least on the dogs. Excellent and very little problems associated with it.
Then again, if you are certain that fleas in the last few months have not been an issue there are some cats that just gnaw at their body from 'habit' or like OCD - watch to see if he does this.
Allergies to something in his environment or food is another possibility. As far as food, most animals are actually allergic to corn which is in most all the cheap foods - try feeding him something that is a more quality food - with no corn or additives and see if that helps. BTW, Iams or Science Diet are NOT quality foods altho they are marginally better than Special Kitty LOL Try Evo, Solid Gold or others that are similar.
BTW, the reason he goes crazy and licks at the air is because you are 'grooming' him and he's reciprocating (kind of) I have a Desert Lynx female with a 'bunnie tail' who loves to be scratched back there - she will do the same thing and even kind of growl at me. She comes up to me and turns her fanny to me - that's my signal to scratch her fuzzy fanny!!
As always, when in doubt and you can't figure it out - take the kitty to the vet and see why they say - they'll have an answer I'm sure!!

It's possible that he may have had fleas and the scabs are from flea bites. Flea allergy dermitis or a skin infection could be the source of infection. How did you determine he doesn't have fleas?? A vet visit and skin scraping could answer a lot of questions.

It does sound like a flea allergy - do you treat your cats for fleas? Take him to a vets, there's no way we can tell you over the internet what these scabs are.

The base of the tail is a typical spot for fleas to gather and cause skin irritation.
Otherwise he may have wounds from fighting with another cat.
Either way he needs a trip to the vet.
