Head to your local DMV would be my suggestion as a place to start. Apply for a lost title. Make sure to have a bill of sale unless there is a lein against the vehicle.
If the vehicle is yours with no lein and you are able to get a clear title, then you can sell it.
If the vehicle is yours and you have paid off a loan on the car and have not yet received a title, call the bank that held the lein on the car and ask about your title.
If someone has sold you the car and all you have is the bill of sale and no title, I would not suggest trying to sell it as your "proposition" would seem very shady. Legally, you cannot sell a car without a title, either to a dealership, private buyer or junkyard without a title.
I had this experience when I sold an old car my dad had given me. We had to hunt down the title so I could give it to the guy who was buying it for when he went to junk it. He only wanted a few parts. I also worked in a dealership for five and a half years...so you kinda have to know the legal stuff. Hope this helped.

Do you know who holds the title now? If you still owe money on the car, then the bank or loan company will not let you have the title until the loan is paid off.

Jet Doc is right, the lien holder gets the title (with their name on it as lien holder) and when you get it paid off, then you get it. This is to keep people from selling the car the bank is using as collateral. If you're wanting to sell it, you'll have to ok it with them first. Just remember, you can't legally sell items that are used to secure a loan.

go to the local "title" office, in Texas it is the county clerks office, show them you bill of sale and apply for a "lost title" if the previous owner had some kind of problem or just screwing you around you can get a title, I am guessing it is an offical bill of sale and all that good legal stuff not just a hand shake and pat on the butt

Go to the nearest DMV and just tell them you lost it. Dont lie about it. Theyll ask you some questions about the vehicle and you pay $ 20 or 30 for a new one. As long as its legally your car.
