Liquor licensing varies drastically by state and locality. Costs will vary based on scope of product, hours of operations and overall volume.

My beer/wine/liquor license for a place my size and in Iowa, cost $800 a year, non-transferrable. It was only on-premise for serving, but had off-premise sales. Now tack on the city permits and the dram shop insurance and liquor liability, and that was another $2500 a year.
