I am interested in 1/4 scale model engines, They are concederably less than 25%, How do you figure 1/4 scale?

It's actually 1/4". It means 1/4 inch equals one foot.

You're talking about 1/4" scale. (1/4"=1')
This is a common architectural Scale
To be correct it would be called '1:48 Scale`.
