I live in an Apartment. Neighbors are using drills to drill things into their walls. It is loud and invasive. I dont want to complain unless I have to. Is 10 o clock a decent time to ask them to be quiet? Or should I wait longer? Remember: apartment. Thanks.

I agree with the ppl who wrote 8:00pm. But here's the thing, let your landlord know. There may be something in your lease concerning that. Telling your landlord puts the office in the know and maybe mgmt will do something about it (written notice, special visit). Plus, they can't get mad at you, it's the landlord's rule. I live in an apartment complex too. I work at home. I have had neighbors before being loud, walking up the stairs like an elephant, loud music, throwing chemical water down the ground in our patio area, etc.
What I do is I would write an anonymous note outside on the main door where everyone enters the building, so neighbors in our building all sees the complaint. Here's an example of a note I have written before

Dear neighbors,

Recently there have been some loud music playing in our apartment building. Out of respect of other neighbors, please lower the volume. Thank you for your cooperation."

Sincerely,
Concerned Neighbors

You can write an anonymous note regarding your complaint and do like I do and see if it stops. If it doesn't, you can call the cops anonymously so the cops can tell the neighbors to lower the noise.

It depends really, are they young? Do they know if you are young? Or if you have kids?

If you are trying to sleep, it's fine to ask them to do it another time. If you are just sitting there, and you are usually up at this time, then let it pass. There may be a time when you want to be a little noisy past 10.

My new neighbor (A sheriffs officer in fact) was nailing things into the wall at 11:30 pm. I thought, damn that's rude. But then I thought, I'm a night owl, and it's really not bothering me, so I let it pass.

End answer - complain if it bothers you, don't complain if it doesn't :)

After all, if you had a baby who was napping at noon, it would still be ok to just ask if they could postone it a while

I agree with ten o'clock. But drilling into walls is unacceptable any time of day, if it continues to occur, and should be reported to management. It's very likely a lease violation to begin with.

My old apartment building rules were noises were aloud 10 am until 7 pm. This included any home improvements, practicing instruments etc....

I would say that 9:00 P.M. is a good time to ask them to stop drilling. That's usually when most people start to get ready for bed.

10 pm until 9 am should be quiet.

10 pm is very appropriate. That is most people's bed time.

Over here in UK it's 23.00 hrs if they are constant you can report them and they get fined for noise pollution
