Could say they are both the same.
A heat engine transforms heat energy to mechanical energy.
A turbine does a similar job, as in a power station, where it converts the heat(steam) to mechanical energy to drive the generators.Or a turbine can transfer energy as in a water wheel or Pelton wheel, which are forms of turbines and transfer the energy of the water used to turn them to turn machinery.

A turbine is part of a certain type of heat engine. A piston engine is a heat engine which operates on either the 2 stroke or 4 stroke (Otto) cycle. A gas turbine engine is a type of jet engine (although not a pure jet) working on the Brayton (Constant pressure) Cycle. The air enters the engine via the inlet and is compressed with either an axial or centrifugal compressor, the air is accelerated through the compressor section, part of the air is then directed into the combustor cans where it is mixed with fuel at a ratio of 14:1 and ignited, as the fuel/air mix is burnt it's temperature raises the pressure even further (Gas laws). Now as this high speed, high pressure stream of gas exits at the rear of the engine it is passed through the sets of TURBINE blades and spins them at very high speed, these blades are connected via a shaft back to the compressor which therefore also spins at high speed, thereby keeping the cycle going. The air exiting the back of the engine at high velocity complies with Newtons 3rd law , thereby throwing the engine forward (assuming we are talking about aircraft applications). Variations on this layout are the High bypass fan jet, turbo-prop and turbo-shaft engines. This is a simplified explanation, but I hope it helps.
