I assume you've already tried lots of elbow grease!

An old trick to clean up burn spots is to put a shallow layer of water in it and sprinkle cream of tartar on it. Then simmer the pan for about an hour. Make sure your liquid doesn't all evaporate...add more water if needed. Then just a little elbow grease should remove the rest of the burn spots!

try making a paste with some comet and a little water to scrub it off and if that doesnt work make a paste out of baking soda and water and try that. both have worked for me...i also have used spray on oven cleaner on pans and after soaking a minute they come clean nicely..

Dawn Power Dissolver will take anything off. You spray it on, leave it for about 3 minutes, then wipe it off. It works on the oven/stove-top, grill, anything that food is stuck to..just watch out, it may take the non-stick coating off your pan..but it's better than having burnt food on it.
