We would like to re install windows on a Japanese laptop that had Windows XP home edition previously. We do not have the laptop's CD so we would like to use another (English) CD but use the laptops CD key. Will this work?

It seems the retail windows and the computer factory windows have different types of key codes, so it might help if you find a factory system restore disk. The other problem might be is most microsoft software I see says United States only, so a japanese key might not work at all on a US windows

Maybe, depends if the CD key with the laptop is meant for the Windows your installing. If your windows is also home edition then it should work.

I doubt it. I don't have an experience with this particular scenario, but from past experience dealing with Microsoft product keys I don't think that it would work. For example, OEM keys won't work on volume license media and vise-versa. Also, there is different keys for Windows 2003 Server and Windows Server 2003 Korean version. However, there is only one way to know, try it!
