I suppose that you could call your local police dept and ask them what they recommend you do. They can point you in the right direction. Coming from someone who had a sister in the same situation, I can tell you that there will always be another drug dealer and until your sister is ready to face this problem face on, she will always find someone else to fill her need. It's a horrible thing to have to watch and i understand the pain you are in.

Putting away her dealer will not stop her from using. Addicts find what they desire. You can flush all the drugs you want, she will find more and when she runs out of money, she will beg, borrow, steal or prostitute herself.
You can sit down with her and all your family in a sort of intervention and tell her that you (the whole family) will not support her habit in any way, this includes a place to live, clothes, food, rides and money. And that you will take her to court for custody if she does not enter rehab. But you have to be willing to do what you say and you have to help her get into rehab if she agrees. But beyond that, there isn't much you can do.
You do have to protect her child and if she does not stop, you have to contact CPS or DFS and let them know what is going on and get an attorney and file for custody. As much as it hurts inside, it is the best thing for her child. I know I have been there.
When we found out my sister was on drugs we cut off the money and help. We told her if she did not stop we would take her daughter. We ended up having to take her daughter and she still chose drugs.
If you do choose to give the police information about the dealer, do it anonymously in a letter so you do not suffer the repercussions. Dealers have a way of getting back at those who cross them and her child might become the target.

Somehow, get to find out who the dealer is. Follow her, discreetly, listen in on her phone calls etc. This is for her own sake, otherwise I would not suggest this under different circumstances.
You will not only be helping your sister in the long run, but will be giving her 5 year old daughter a much better future, if your sister cleans herself up.
Are you and your mother looking after the 5 year old when she is on drugs? I would do anything I could to keep drug situations away from this little girl.
The only problem is, if this dealer is put in jail, will she immediately find another one. If she will not help herself, then you have to find a way to keep her away from her mother, if she continues to stay on drugs.
Whatever your circumstances, I would look for a way to find out the name of the dealer, and if possible either where he works from or his home address. You have to act like a detective, for everyone sake.

If you nix one drug dealer, she will find others.
Stop searching her house.. it's not doing you any good. if your sister is an addict, you can't change her. It's HER responsibility to admit she has a problem
You can try OPEN Narcotics Anonymous meetings for help and advice.... this advice and support will come straight from the mouths of recovering addicts, many of which hit rock bottom before they realized their lives were ruined. Hopefully, you will get some good insight and advice there.

Hate to tell you but if that dealer is gone, please believe there is plenty more out there it is just a matter of looking around... She will not quit just because the dealer is buster. Someone has to actually want to change and take control of their own life before it will change.

she is the problem here.
tell her you will take her child away if she can not take care of her and get off the drugs. then follow through.
do you honestly believe that if you get rid of her dealer things will be fine? they will not... she will only find another person to buy her drugs from.

You can't. Its hard, and if u do, its probably dangerous. the problem is ur sister, not her dealer. help her first. take care of he kid and get her into help. that will keep her away from the dealer, and keep her aughter safe

find out his/her name,and talk to the dealer,find out there address and call the police.
