Guess you'd have to weigh the prospect of him being unfaithful against your like or love for the man. In other words, did it bother you that he cheated the 1st time round? Do you think of him as respectful to you? Are you willing to truly forgive him? not just say you forgive , but really forgive with your actions and words? Because if your not, than you most likely shouldn't be entertaining the thought of taking him back.

I think it depends on how long its been since you two have been broken up. If its been years and your different people now then start with the dating phase to see if he has really changed.
If however you have broken up within the last 6 months or less then you should move on, because usually thats just the shock of being alone that has him acting like that.
People make mistakes but cheating is something that if you are a serious and exclusive couple is a treat to the trust you have in a relationship.
Also protect yourself and get tested. If he cheated, you don't know where he or that other girl has been...

I would tell him sorry about his luck. You should not go back out with him, he is more trouble than he is worth and he will cheat again.
