Take the initiative. Be friends with him. Flirt. Be cute. If he's single, he might take an interest in you if you show interest in him. If he's not single, just stay friends with him, you never know what could happen. Just don't wait around.

well if the guy is already taken, it's okay! don't worry, there are plenty of guys out there who will understand your watns and needs. so there's not point in wasting time over this one.
but if he's single then, get to know him! and get him to know you. when you see him, talk to him about anything. the point here is to start a conversation. be careful about everything you do. everything you say or do. don't talk alot and go rambling on the same topic. if it's something funny, then laugh. if it's something serious, be serious. the key here is to be yourself, just a little cautious but presentable.
you might already knw the type of girls he likes. the girls who are shy or outgoing? girls who are preppy or nerds? girls who are full of themselves or who have no attitude at all. now that you know it. try to be his one and only "ideal" girl. present yourself in that way, that he sees something's different and maybe he made the mistake of not liking you.
when you start getting to knw him more, start talking to him more, start doing stuff he likes. show him that you are interested in him. but beware, we don't want to show that you are desperately asking for it! so when he responds back, do not reply. leave him hanging, just for a lil while. he'll want to know you more and he'll be so desperate that he'll come running back to you. then you can start a fresh relationship with the guy you've always watned and you finally got it.

All the elements have to be right in-place for things to work. Are you astrologically compatible? Is he looking for another relationship? is he interested with your personality type? Do you share common interests or life-goals?
The attraction to the love of my life was physical and instantaneous. The rest effortlessly followed. With that said; we were both in relationships when we met. All is fair in love and war, so age doesn't matter and neither does the fact that he's in a relationship unless he tells you he isn't interested in pursuing your relationship further.

pretend you don't care about him, who he's with, what he's doing and when he talks to you sound non-chalant like you would be happy even if he wasn't talking to you.
drives guys nuts, they love attention.
