Nearly ALL traffic violations are civil. In many areas, they don't appear on your driving record because it is difficult to prove who was driving. As the laws are ALWAYS state or local, and often disputed, a definitive answer is not possible without a location.

In Texas they are reporting it to the credit bureau. the state legislature has passed a law in September 07 preventing cities from reporting this to your credit bureau but some cities (Dallas) is violating this law on a technicality. Sen. Carona of TExas said that if they may review the red light cameras and remove them if they catch cities tampering with the system to bring in just revenue.
