Actually, the catholic church made circumcision illegal when it was first encountered, and Thomas Aquinas said it was unnecessary, since (supposedly) Jesus offered a new covenant.
Circumcision should not be allowed. It is merely a cosmetic procedure in better than 99% of the cases, and an infant cannot give informed consent.

why should they apologize? after all, in the end, if it was done while they were babies, it was the parents who made the decision to get the procedures done. why not have the parents apologize for following the wishes of the church? not only that, but can you show me one person alive today who was part of the victorian era? kind of hard to apologize for something you didn't do isn't it? got to love the group-think that goes on in the public masses today. instead of worrying about the past, y'all should study it, learn from it, and then try not to make the same mistakes again. the world would be in a much better circumstance if everyone thought like this instead of making people of today apologize and atone for the mistakes made by those in the past.

Apologize for something they did like the Baptist support of Black Slavery in the 18th and 19th century No Christian churches required or support circumcision that I know of.

Oh yeah... Circumcision decreases the incidence of UTIs, penile cancer, phimosis, balanitis, STDs and HIV...
Sure... let's apologize for that...
As to the man on the video.... How sad is it going to be after he finishes "restoring" only to realize circumcision wasn't really his problem to begin with? because it raarely is.
My heart goes out to this poor brainwashed men. Intactivists are doing so much damage... But hey, it's a free country. If you want to spread lies you're free to do it.
But to answer your question. No, there's no need for anyone to apologize for circumcison. There's nothing wrong with it.

Circumcision is from the Jews who got it from God. It is a sign of the covenant relationship between the two. The New Testament clearly has a new circumcision, the heart at baptism.
Grace and peace to all.

The Churches should apologize. In his case it was a form of corporal punishment. The people that performed the circumcision should be sent to prison.

I believe that churches should apologize for that as well as refund every cent collected from their followers because none of them has ever produced verifiable results. The day a church brings Jesus on a cloud or chariot of fire is the day I'll stop demanding my money back from every preacher I meet.

Many terrible atrocities have been committed in the past. We need to put them behind us and forgive. None of those people who thought that way or did that are alive to apologize.

Yuk! Man, there is nothing more primitive, barbaric and brutally ignorant than religion. There is no medical reason for circumcision. It's just stupid beliefs.
