Sure they can.....eat 2500 calories thats it.
Jump rope an hour a day
You would lose about 2-7 pounds a week.
Or more if you eat right.

Well, at your age this should be easy, and you're working out. Diet is 80% of it. Basically you have to eat little meals all day every 2 hours, and limiting when you eat your carbs. Slow burning carbs, like natural oatmeal, should be eaten right away and that will give you your energy through out the day. Your every two hour snacks can be a protein bar, and your lunches and dinners should be lean meats (grilled chicken is great.) Take in majority of your carbs right after workout, but before eight p.m. And make sure you sure you drink water all day.
If your into supplements, but you don't want to get super big then I say cassien whey protein, glutamine, and CLA. Cassien gives you slow burning protein all day long, glutamine helps muscle recovery, and CLA helps with both by keeping proteins and getting rid of fats.
And if you have that little roll at the bottom of your abs, which is where guys store their fat, then try ab exercises consisting of hanging leg raises or ie down on your back and put an excercise ball between your legs and raise it up in the air keping your legs as straight as possible.
If your looking for a good example, look up "Ryan Renolds Diet".

Losing weight is not complicated; especially at your age. I would not focus so much on the "calories" or the amount of "jump rope " per day you need. It is more a lifestyle choice; getting outside more, riding bikes for fun, getting active (push away from the computer and the video games), play basketball. When you eat, really try to eat what is good for you - staying away from soft drinks and sugar (diet drinks too). Drink more water - eat fruit and vegetables - and don't eat after 6:00 p.m. Instead of big meals, eat small frequent meals to satisfy your hunger - light on the sugar. Don't concern yourself with "how many pounds" can I lose. You will notice in a short time your pants are fitting looser. Just throw the scale away and concentrate on being active and eating well.

If your trying to get leaner, try to keep your food intake to about 1500 to 2000 calories/day with as little fat as possible. As far as working out, if it's just jump roping, do 3min. intervals of jumping rope for 30 to 45 minutes per day. It's hard to say home much weight you would actually lose because it depends on that persons body but should definitely lose the weight around the midsection. The key is also to do intense AB workouts every other day.

At 16, its def not time to start any "diets". I was heavy when I was 16 too. I lived in a rural area so me and a friend started working out together outside. You can do exercises that beat the crap out of treadmills and iron pumping (which i got into later anyway). Since we just got our licenses at 16, we would take the car down to a low traffic dead end street, pop it into neutral and we would take turns pushing the car as far as we could before we physically couldn't move it anymore. One person steers while the other person pushes and then you switch. Rest a little, and do it again. This burns a mess of calories and builds strength without the boring mundane feeling of jogging. While unorthodox, we obtained a tractor tire from a friend's family that we began flipping for strength training. Again, this builds insane overall strength and is kinda fun. We would chop up dead trees in the woods w/ an ax which takes a lot out of you and stockpiles firewood for the house. These little things plus getting a little more active turned out insane results. I rode my bicycle to get places and swam a bunch too. But really, pushing the car is really one of the greatest workouts ever. I didn't notice the results at first but after a while, I was able to push the car farther and farther. We had to upgrade to my friend's dad's truck. Soon my man boobs and gut melted away and I got pretty jacked. Unorthodox workouts are the best. You don't have to go to the gym filled w/ grunting weirdos and jerks from your high school to do boring workouts where you have to exact a weird science to get results. While I love to go to the gym, nothing wears you down like pushing heavy objects. And whatever you do, don't start some crazy diet. If you're consuming lots of sugar and super fatty foods, just try to cut it down a little. Other than that, just eat what your momma cooks. You're gonna need the fuel to finish these workouts, convert it into muscle, and most of all to continue growing like a 16 year old should.

I've tried many diets and couldn't make anything work. Since having my first child, I've been carrying around an extra 30 pounds. This diet just made sense and showed me that everything I was doing before was wrong and a waste of my time.
The plan was so refreshing and so simple to follow. I did everything plan said and lost 23 pounds in the first three weeks. I'm now starting the diet again to lose 7 more pounds. This plan has changed my life.
Get started today!

Have to do more then jump rope probaly... Go to the gym or do jumping jacks crunches push ups.
Jumping rope is mainly for your legs...
IDK how much you would lose but your not going to lose it in like a week maybe a couple of months.
