When the priests gives his sermon after the gospel does he get to decide the interpretation of the text or is that too handed down from the first christians.

The Catholic Church has interpretted Scripture in a certain way. The homliy isn't always a literal interpretation of the readings though. The priest may tell a story from his own life, talk about things happening in the news, whatever. It is often parallel to the reading, and should never be in contradiction with the Church, but does not have to be a talk specifically on any of the readings.

Priests get to write their own homily.

The difference between a Homily and a Sermon is that a Homily is directly related to the Gospel reading for the Mass.

The homily is a talk given by the priest celebrating Mass, which specifically has to do with the readings of the day and how we can better apply the Wisdom therein to our daily lives. It's not a question of interpretation as much as it is application.

A homily ,like all teaching, has to be in accord with the doctrines of the Church
from the Bible in Apostolic Tradition in the Church
