There are two Israels. There is the physical, fleshly nation of Israel that God brought out of Egypt, had a law covenant with and that were his 'people' here on Earth for an extended period of time. In that nation, the twelve tribes were:
1 Judah
2 Issachar
3 Zebulun
4 Reuben
5 Simeon
6 Gad
7 Ephraim
8 Manasseh
9 Benjamin
10 Dan
11 Asher
12 Naphtali
However, they, as a nation, refused to accept the Messiah that God sent in fulfillment of prophesy and killed him.
Matt 21:43 This is why I say to YOU, The kingdom of God will be taken from YOU and be given to a nation producing its fruits.
Matt 28:38 Look! YOUR house is abandoned to YOU. 39 For I say to YOU, YOU will by no means see me from henceforth until YOU say, ‘Blessed is he that comes in Jehovah’s name
After that, they lost their privileged status
The Fleshly nation of Israel was replaced by spiritual Israel, which started with Jesus' disciples and has gone on to include people of all nations, tongues etc.
Acts 15:14 Sym′e·on has related thoroughly how God for the first time turned his attention to the nations to take out of them a people for his name
1 Peter 2:9 YOU are “a chosen race, a royal priesthood, a holy nation, a people for special possession, that YOU should declare abroad the excellencies” of the one that called YOU out of darkness into his wonderful light. 10 For YOU were once not a people, but are now God’s people;

The listing here is not for the purpose of identifying fleshly Jews by their tribes but to show a similar organizational structure for spiritual Israel. No tribe in this Israel of God is exclusively royal or priestly. The whole nation is to rule as kings, and the whole nation is to serve as priests.
Revelation 5:9 You bought persons for God out of every tribe and tongue and people and nation, 10 and you made them to be a kingdom and priests to our God, and they are to rule as kings over the earth.”
Revelation 20:4 And I saw thrones, and there were those who sat down on them, and power of judging was given them. Yes, I saw the souls of those executed with the ax for the witness they bore to Jesus and for speaking about God, and those who had worshiped neither the wild beast nor its image and who had not received the mark upon their forehead and upon their hand. And they came to life and ruled as kings with the Christ for a thousand years

The Twelve Tribes of Israel
Jacob fathered 12 sons. They are the ancestors of the tribes of Israel, and the ones for whom the tribes are named. Each occupied a separate territory (except the tribe of Levi, which was set apart to serve in the Holy Temple).
