I'd take them home, get them warmed up, and get some food in them as well as potty them if they're not old enough to go by themselves. Depending on age, I'd contact a rescue for a possible foster mother that would be willing to nurse them (nothing better than mother's milk) or I'd volunteer to foster them myself on puppy formula if a mother wasn't available. Either way, I'd let the rescue take care of shots, spay/neuter, and adoption at appropriate ages. I trust them to find good homes while I take care of the puppies.

If I saw a litter of puppies in a cardboard box on a pavement I would take them to the vet so they could get some shots. I would also take them back to my house so I could find homes for them.

First, I'd get them to a vet. I'd have some choice words for whomever left the pups there, you can count on that. I'd call local rescues and explain that I sadly cannot foster them, as I have a dog at home and am living in an apartment - I'd love to take care of them, but cannot risk my own dog's health, nor do I have the space or resources to care for puppies. However, I would offer my help in posting ads, taking pictures, and otherwise helping out the puppies I'd found. They'd all be altered and in great health when they found their forever homes!

That's hard I think I would call animal control.
The last time I bought pups home that wer abandoned I had a parvo epedemic and couldn't get anything for a year
Even my 5 eyar old dog that has alway been updated on shots got a light case of parvo

Put them in my car, take them to the vet, and then attempt to keep them alive until I can find them homes... I've had too much experience with puppies getting sick when you find a litter, but if you can keep them alive and give them their shots and have them spayed/neutered before finding them homes your doin good!

I would certainly take the box of puppies and first take them to my vets office for evaluation, depending on their age I would bring them home and do whatever was necessary to properly place them in appropriate homes.

I would take them inside, get them warm, and get some appropriate food (whether that's puppy food or milk replacer).

If they appear to have a dominant breed, I would contact that breed's rescue group ASAP and ask them to "list" the dogs with their agency. This means the dogs will probably get up on petfinder.com and they may be able to al be adopted out by the time they are old enough to go.

If they don't appear to have a dominant breed, I'd contact a no-kill shelter group and ask them to list the dogs with them.

I would probably foster the dogs as long as necessary - or until they are old enough to go to a more long term fosterhome.

Definitely not leave them there.
Take them with you and either get them to a no-kill shelter so they can be properly cared for and then find homes or if you can keep them then take them to the vet to be checked for illnesses and then care for them until they are old enough to be given to loving homes.

Call my vet immediately and drive them over there so they can get the right care they deserve. Then I would work hard to find them good homes and maybe even keep one of them :)

I would immediately take them to the closest vet to get medical attention. Then, if needed, I would raise them until they were old enough and healthy enough to go to new homes. But before they went to new homes, each one would be spayed or neutered!
