Your record does NOT transfer, but is doesn't have to. They can and WILL check your record in the other states. Actually NO state recognizes ANY other states point system, but the DO recognize the CITATIONS issued by EVERY other state.

No. Being ex military and moving around alot, driving records do not follow you from state to state. When your license in checked by an officer in your current state it will only show you surrendered an out of state license. However for what ever reason an officer may have he can request and recieve information regarding your prior driving history.

Some states don't have reciprocal motor vehicle agreements with certain other states, some do, you'll have to do a little info digging.
