Ok, you want to focus on cardio (keeping your heart rate up) for a consistent amount of time--aim for at LEAST 30 min, 4 times a week, and then use small weights for toning the rest of the body.
Try working the arms with 2 lb weights, and on your legs focus on doings squats with a light 15lb bar, lunges with 5lb weights in either hand, and side leg lifts with only a few lbs per leg.
Don't forget the sit-ups/crunches, and do them with a twist to work the oblique (side abs) muscles. Until you lose some overlying fat, you will not see these muscles define very much, but they will be trimmer, I swear.
Keep the calories in check, do this by eating lean meats, LOTS of greens, and low fat dressing. Whole grain breads, cereals are good, just make sure you really measure how much food you are eating, and try to stick to a healthy calories ratio. There are online sites that will help you figure out what this is for your weight, height, and activity level, but on average, you should probably not dip below consuming1200 calories, or you will; be starving and your body will actually hoarde fat, which will make rebounding more likely and screw up your metabolism.
For weight loss, you just need to make sure that you are expending more calories than you consume. Cardio will keep your metabolism high. Muscle will also help burn calories, as it consumes more energy to mantain than fat, so don't be afraid to tone with light weights.

The best way to do this is practicing yoga, or pilates while watching what you eat to maintain a certain caloric intake. If you want to lose some, cut your caloric intake by 1000. So for example, if you eat a combined 5000 calorie diet everyday, eat 3500-4000. You will still be eating everything you want, but still taking in less. The yoga or pilates, will tone the muscles without bulking up.

You should start by walking for 30 minutes a day. Then add light weight training using no more than 10 pounds. With that amount of weight you will tone up and gain endurance but not get big and bulkly. Good luck.

Start Exercising. Join a Gym, there is a variety of cardio machines, to assist you with that weight loss. There are Personal Trainers, there will help you and show you how to use the machines.
There are weight lifting machines, every woman should do some weight lifting, it gets all you body parts back to where they should be.

walking or running. Aerobics, even light weight lifting. You wont bulk up, but you will get nice toning along with losing weight.

cardio-vascular endurance exercise not muscular endurance exercise
CVE exercise is like running, ME exercises is like weights and sit ups. do exercise that gets you out of breath, not aching muscles. your muscles might ache the next day but make sure that its an exercise that will make you run out of breath and have to stop, not having to stop cos your muscles hurt.
normally girls don't bulk up anyway. i know girls who have been trying to bulk up a little (only God knows why) and they have found it really hard. if you're still worried though then follow above advise.

exercise.. and cut on some calories.. even small things matter.. divide your meals into 5.. and do not eat after 7:30.. drink a lot of water.. and watch what you eat.. for example.. if you eat a cheeseburger.. do not eat bacon the next morning
