We will have to watch H.R.1940....Birthright Citizenship Act of 2007 and see where that goes. Hopefully the distortion of the 14th Amendment will end. From my link which explains the act in detail:
The 14th Amendment to the United States Constitution states “All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside”.
This clause has been widely misunderstood as to mean that any child born in this Country, regardless of the status of the parent, was a United States citizen. This is hardly the case, and the Supreme Court has already ruled on this matter in ELK v. WILKINS, 112 U.S. 94 (1884):

It will be changed . We have no choice. Within the next two years.Not only does the USA give citizenship to the children of illegal women born here,it also pays for their health care and delivery. and then the child gets welfare and medicaid.
This is a disgrace when our own citizens who work and pay taxes for this cannot get health insurance..

I believe you are referring to Section 1 of the 14th Amendment to the US Constitution which reads "All persons born of naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the united States and the State wherein they reside."
This was NEVER intended to grant citizenship to EVERYONE born on US soil. Children born to foreign diplomats is the best known example of this. (Foreign diplomats are not "subject to the jurisdiction thereof".) I believe a PROPER reading of this amendment would say the same about children of ILLEGAL aliens.
