without using WMD's......?

it was done 800 years ago by Mongol Impair.
So it's principally possible.

But since Russia has WMD now - I see no way to do this w/o WMD

Firstly,to conquer a land you have to step on it so WMD's are out...
Russia has been partially conquered and the rest payed tribute to the Khan of the Golden Horde(Mongols),only once,and obviously from the East;
From the west two attempts failed(Napoleon,Hitler) although the second one came dangerously close...it was abuntantly clear that no army can sustain operations 1000 kilometres from its supply bases(Moscow,Stalingrad)...
The East(Russia's back door) is the only possible way theoretically,BUT neither China nor India(which is not even a quantity to reckon with) have the mobility of the Mongol cavalry nor the infrastructure to support such lengthy advance
particularly the Chinese supply system based on vulnerable antiquated railway lines due the absence of mechanised transport...the same applies to the rest of Asia;
West doesn't have a chance;neither country has the infrastracture
Germany had (when caught Russia unprepared) nor Europe
possesses an another Napoleon and in both sides Russia would present two ubeatable weapons:trade space for time and General winter,and since none can defeat nature...

Only a select few powerful nations, I am guessing. The U.S., China, UK , maybe India, I don't know. You have to remember that it is an extremely huge country, with a low population density. I don't know why you'd ever want to try to conquer Russia, what with them having the most nuclear weapons in the world. So, to answer the question, yes, strategically, you could get into Russia and conquer it but it is very unlikely to happen in the near term.

China they have vastly improved and CONTINUE to improve since their last skirmish along their border over Mongolia.

Russian President Putin has criticized the US stating that the internal policies of Russia does NOT concern the USA

Doubtful, just like no one could conquer the US without WMD's to much of a military infrastucture and to large of a militia force.

Sure china for example. Russia has loads of military hardwear like tanks but 1/3 of can't even move.

It depends on if the conquering country is fighting a total war or just a political war. In total war the US or UK could do it pretty fast but in the political war it isn't possible.

1990s came very close.

God knows US, Japan, European, etc NGOs and GOs attempted to control Russia politically and economically.

id say the us it would be along bloody war and in the end would probably bring down both countries so even if you did it would damage the economy to much to consider it a win
