Is the warning light color Amber/Blue resticted to Law Enforcement only or civilians also?
What does the Amber/Blue lighting means to the public/Law Enforcements' view?

Every state has different laws concerning warning lights. Here in Washington amber lights are authorized for just about anything. Blue and red have restrictions.

Here in New York, amber is for a highway service vehicle (utility work, tow truck, etc.), blue is for volunteer firemen (courtesy light only), green is for volunteer ambulance crew (again, courtesy light only), and flashing red and/or white is for an emergency vehicle (police, fire, ambulance) involved in an active emergency situation.

Arizona it is only amber for civilians.
