I am doing the invitations for my friends new years eve bash. How can I word that their will be drinks, but drink at your own risk (she lives next door to a police station)...and for them to bring an item, such as food or snack. I don't want to seem rude or harsh when wording it, please help. thanks

I agree with Polly P's answer.

Inform your guests that alcohol will be provided and warn them that the party's location is next door to a police station.

First, there is nothing wrong with "drinking",
unless you are speaking about alcohol,
in which case, if you and your friends are minors
(as I presume the case from your clearly
- - how should I put this? - - "youthful" question),
then don't even think about it.

Second, if you are serving alcohol, legally or otherwise,
then whoever owns (or rents) the home
will be responsible for everyone at that party,
including anything that happens to any intoxicated guests,
even if they are no longer on the premises.
That means that if you're partying while your folks are away,
they are the people who will be held responsible
for potentially criminal, if not civil, damages, fines, etc.
Again, don't do it.

Third, anyone going to a New Year's party pretty much
expects there to be some alcohol,
even it it's just champagne (again, legally or not).
The only exception would be if you want to explicitly state
that no alcohol will be served
(as is the case with many professionals, such as doctors,
who could lose their jobs and careers
if minors are found with alcohol on the premises),
in which case, you would say,
"NO ALCOHOL PERMITTED".

You're on the right track, you could either be formal --- Maybe something like, "Alcohol will be served, but guests are advised to use caution due to the proximity of the party to the neighboring Police Station."

Or you could be a little more casual and ncie and be like, "Yes, we will have alcohol - but guests are advised to be careful! We call our next door neighbors the police."

Put on the invite that it is a potluck bas, and give a mandatory RSVP, when they RSVP ask what they are planning on bringing so you can keep track of how much food you will have.

*Also, I would word the drink thing like this:

Drinks will be provided to responsible persons, drink at your own risk.

the drinking thing: Please Drink responsibly and have a Designated Driver on hand so that everyone can continue to enjoy the new year!
The snack thing: Please bring a dish to pass. or you could say BYOD= Bring your own dish.
