I had them both on leash and my dog Dakota got aggressive with my dog Duke.

She has always been aggressive towards him. But not all the time. Most the time they play together and lick each other.

There is always a leader in a pack..
so i guess it is Dakota..... as long as she is not hurting duke,

then I was say it is normal

Use a choke or pinch collar and correct the behavior - If she shows any aggression, SNAP her and say NO.

Edit - If you've already got her on a choker, then use it! Don't be afraid of hurting her - Make the snap meaningful and she'll learn that the behavior won't be tolerated.

did something happen? sometimes aggression can be re-directed (e.g. he sees another dog or senses something that perhaps you aren't even aware of) and since he can't get to it (because he's on leash) he lashes out at the closest thing - your other dog. sometimes dogs also re-direct aggression to their owner (or whoever is holding the leash).

It's a dominance thing. You are not pack leader. Keep both dogs close to you and behind you on either side. Correct immediately either one that tries to get ahead. They need to know you are in control

My older girl is like that. It is best if they are not facing one another, but instead being walked together, side by side.

When they are face to face and restrained, that can trigger a fight.
